The XXIII Olympic Winter Games was an international winter multi-sport event that was held between February 9 and 25, 2018 in Pyeongchang, Gangwon Province, South Korea. Pyeongchang was home to the 2018 Winter Olympic Stadium, the Olympic Village and most of the outdoor sports venues. Building on the success of last nine years, the tenth KICS (The Korean Institute of Communications and Information Sciences) Winter Conference aims at addressing advances in research on telecommunication and ICT convergence, covering topics ranging from technology issues to emerging applications and test-bed developments. The conference is organized by KICS (http://www.kics.or.kr, https://eng.kics.or.kr/html/).
Accepted and presented papers will be published in the KICS Winter Conference Proceedings with an assigned ISBN number. Also extended versions of selected papers will be published in the following international journals as a special issue or section for the KICS Winter Conference.
